Activities like this one are some of my favorites. They have no intended purpose, no set goal in mind. They're just for fun, and if a little learning happens in the process all the better!
We used foam alphabet shapes from the dollar store to set up an invitation to play. It didn't take much. The letters and a favorite truck were enough to get my 3-year old nephew interested. (Anything trucks usually does it.) After I took the photos he also added some glass gems that were nearby. They made a fun (irritating?) sound when they were dumped so they became preferred!
The goal of this activity isn't to learn the names of the letters or even the sounds. The aim is more the exposure to the letters in an informal, playful way. The alphabet shapes are used like loose parts.
Of course, in this scenario, the letters became something to scoop...and then dump. Over and over again. I admit to adding a little, "Oh, look. 'A' wants to drive the truck!" But mostly we just let him play how he wanted.

This is a great one for toddlers. Preschoolers might even go a little further by naming or sorting the letters themselves. Or they may ignore the fact that these are letters all together. Either way is fine. Being exposed to the letters is enough for now.
